New York statutorily recognizes low-speed vehicles (VTL 121-F): a limited-use automobile with a maximum performance speed over 20 but not more than 25 mph that meets 49 CFR 571.500, and as a limited-use automobile it is subject to registration under VTL 401(6); the NY DMV confirms such LSVs can be registered and driven on New York State highways. By regulation (15 NYCRR 102.10) no LSV may be operated on any public highway with a posted speed limit above 35 mph, and because an LSV is a registered motor vehicle its operation requires a driver license and its registration requires New York liability insurance; the statute/regulation set no LSV-specific minimum operator age.
