Louisiana recognizes low-speed vehicles (LSVs) under RS 32:300.1: they may operate on roads with a posted speed limit of 35 mph or less (and may cross limited higher-speed segments), must be registered with the Office of Motor Vehicles and issued a license plate, must carry compulsory liability insurance (RS 32:861/862), and may not be operated by an unlicensed driver. A separate category, the true golf cart (max 25 mph, RS 32:299.4), is registered as an off-road vehicle with an OMV decal, requires a valid driver's license and liability insurance, and may be driven only on parish roads or municipal streets specifically designated by local government. Neither statute specifies a minimum driver age beyond requiring a valid driver's license; verify current requirements with the Louisiana OMV.

This is a plain-language summary, not legal advice — golf-cart and LSV rules change and vary by city and county. Confirm the current requirements with the Louisiana DMV before you buy or drive. What makes a golf cart street legal.
